Новые Международные Стандарты По Статистике Цен И Практика Стран Снг

Abstract

В статье рассматриваются основные положения нового международного стандарта по исчислению индекса потребительских цен (ИПЦ), разработанного в форме руководства рядом международных организаций (МОТ, МВФ, Всемирный банк, Евростат, ОЭСР и ЕЭК ООН), и применение этого стандарта в странах СНГ. Особое внимание уделено вопросам выбора индексных формул и методам измерения влияния изменения качества товаров и услуг на ИПЦ. Один из ключевых принципов нового стандарта требует, чтобы ИПЦ измерял динамику цен, «очищенную» от влияния изменения качества товаров, понимаемого в широком смысле. Обзор практики статистических служб стран СНГ в области исчисления ИПЦ позволяет сделать вывод о том, что более последовательное применение ими международного стандарта позволило бы обеспечить более высокую степень надежности и международной сопоставимости данных.
