Спрос На Труд И Квалификацию В Промышленности: Между Дефицитом И Избытком

Abstract

Чтобы быть конкурентоспособными, фирмы должны поддерживать такие численность и структуру персонала, которые «оптимальны» для данного производства при заданном уровне и структуре спроса на труд. Статья анализирует то, какие промышленные предприятия в России и почему не могут оптимизировать свою занятость. Страдают ли они от дефицита кадров или по-прежнему борются с избытком? Каково квалификационное измерение дефицита и избытка? Какие факторы повышают вероятность того, что предприятия сталкиваются с неоптимальной занятостью и не могут решить эту проблему? Другими словами, где концентрируется дефицит/избыток и с чем связана их устойчивость? И, наконец, каковы издержки и способы борьбы с ними для отдельных предприятий? Предложенный анализ основан на данных масштабного обследования крупных и средних предприятий обрабатывающей промышленности.
