О Корректировке Динамики Основных Фондов В Российской Экономике

Abstract

В представленной работе используется модифицированная модель динамики основных фондов (ОФ), первоначальный вариант которой был опубликован ранее [15]. Получены и приведены альтернативные официальные оценки динамики ОФ в сопоставимых ценах за период 1959-2002 гг. Значительные расхождения результатов моделирования с данными ОФ Госкомстата в период 1990-2002 гг. объясняются сме-щением официальных оценок, вызванным переоценками 1992-1997 гг., а также прекращением использования части числящихся на балансах предприятий ОФ вследствие отсутствия спроса. Получены также следующие оценки. К 2002 г. объем эффективных ОФ уменьшился по сравнению с уровнем конца 1990 г. в 2,6-2,7 раза. Объем пригодных к эксплуатации ОФ за тот же период сократился в 1,2-1,6 раза. К 2002 г. доля ОФ, приобретенных новыми или на вто-ричном рынке, составила от 71,5% до 74,3 % от эффективных и 32,%-43,2% от пригодных к эксплуатации ОФ.
