Abstract

New and modern management techniques that are used actively in business tend to be introduced and applied to the system of government. Executive authority of federal subjects begin to pay attention to one of the potentially effective management techniques outsourcing. In the administrative reform conception the outsourcing system is regarded as an element of optimization of functions of executive authority of subjects. Outsourcing makes it possible to increase efficiency of administrative and management processes by resigning separate kinds of activity from commission limits of executive authority and by negotiating contracts with external executors to the lowest bidder.
