Abstract

The process of attending the administrative-territorial system plays a major role for any state as long as it is one of the fundamental factors of stable functioning of state. The present work contains an effort to analyze the experience of implementing of administrative-territorial division in the USSR and make the analyses-based conclusion about the conception of administrative-territorial changes for the modern Russia. The main idea of the work is the following: realizing the projects on reconstruction the administrative-territorial system should not be conformed only with the economical practicality for long-termed political stability in Russia is impossible to obtain without taking into account the national factor which continues to be the key-note one.
