Типология И Экономико-Теоретическая Основа Институциональной Структуры Производства Государственных Услуг

Abstract

Представлены идеальные типы институциональной структуры производства государственных услуг и дана краткая характеристика теоретического фундамента каждого типа (бюрократического, менеджеристского и координационного), соответствующего основным реализуемым моделям производства (Public Administration, Public Management, Public Governance). Их составляющие раскрываются со стороны экономической теории и менеджмента, что является авторским подходом к содержанию экономической теории бюрократии. Представлено сравнение отдельных параметров выявленных институциональных структур производства. Приводятся особенности российского варианта административной реформы, детерминирующие неэффективность достижения ее целей.
