Abstract

В России, переживающей переход к рыночной экономике в условиях затяжного посткризисного застоя, усиление экономического расслоения населения создает дополнительные риски для постоянно реформируемой пенсионной системы. Актуальность исследования связана с тем, что в научном плане проблема бедности исследована крайне слабо: отсутствуют сколько-нибудь социально и экономически обоснованные критерии и показатели оценки уровня бедности и достатка конкретных категорий населения; не выявлены факторы, влияющие на условия формирования бедности; отсутствуют инструменты государственной долгосрочной политики преодоления бедности и т.п.
