Российская Модель Бюджетного Федерализма: Конкуренция Или Кооперация?

Abstract

В статье дана характеристика российской модели бюджетного федерализма, структурно представленной расходными обязательствами, налоговыми полномочиями и финансовой помощью. Оценивается эффективность функционирования российской бюджетной модели, основанной на принципах кооперации с доминированием элементов централизованного управления. Отмечается, что на бюджеты субъектов РФ возложен широкий спектр расходных обязательств, но они не имеют достаточных финансовых источников покрытия этой ответственности, а механизм финансовой помощи ситуацию не сглаживает. Определение типа, конкурентного или кооперативного, российской модели бюджетного федерализма позволит новому реформированию межбюджетных отношений (которое объективно не может не происходить) быть адекватным и не противоречить принципам и характеристикам уже сформировавшейся бюджетной модели, принести положительные результаты.
