Три Предложения По Совершенствованию Демографической И Семейной Политики

Abstract

В статье изложены причины низкого уровня рождаемости в России. Показано, что снижение интенсивности рождений вызвано изменениями демографического поведения, обусловленными сексуальной революцией, значительной дифференциацией населения по уровню доходов – бедностью и низкой обеспеченностью семей с детьми, снижением репродуктивного здоровья и репродуктивного потенциала. Вместе с тем смертность населения в России сопоставима с аналогичным показателем развивающихся стран; разница между предполагаемой продолжительностью жизни женщин и мужчин составляет 12 лет, но в течение жизненного цикла женщины чаще болеют, что значительно повышает риск инвалидизации к концу трудовой деятельности. В связи с этим предлагается усовершенствовать практику материнского/семейного капитала, ввести систему, обеспечивающую полноценное питание для беременных женщин, сохранить возраст выхода на пенсию для женщин.
