Коллективная Экспертиза Научных Журналов: Методика Агрегирования Экспертных Оценок И Построения Рейтинга

Abstract

Описана методика сбора и агрегирования экспертных оценок для построения экспертного рейтинга научных журналов в области естественных и технических наук. Отличительной особенностью научного журнала как объекта оценивания является его политематический характер, что требует получения оценок от экспертов, являющихся специалистами в различных научных областях. Другая особенность каждый эксперт оценивает своё множество журналов, поэтому матрица экспертных оценок оказывается неполной. Таким образом, предлагается подход к решению задачи, отличающейся от типовых задач экспертного оценивания, в которых каждый эксперт оценивает каждый объект, и все эксперты являются специалистами в одинаковой предметной области.
