Вопросы Согласования Интересов В Региональной Иерархической Модели Сохранения Природных Ресурсов

Abstract

Рассмотрена двухуровневая иерархическая система с одним элементом верхнего уровня и n элементами нижнего уровня. Получены необходимые и достаточные условия экстремума для верхнего уровня (центра). На примере региональной модели рационального использования природных ресурсов показано, когда необходимые условия экстремума для регионального центра являются необходимыми и достаточными условиями. Представлены различные механизмы назначения цен на ресурсы, квот, штрафа, регулирования финансовых средств для предприятий, с помощью которых в иерархической системе можно достичь идеальной согласованности.
