Abstract

В статье рассмотрены основные подходы к определению понятия «кластер», методы идентификации кластеров. Предложена модель формирования кластеров на региональном уровне, основанная на национальных таблицах «затраты выпуск». На примере Восточно-Казахстанской области выявлен наиболее перспективный для развития экономики региона горно-металлургический кластер. Проведена оценка структурного воздействия основных сегментов горно-металлургического кластера на экономику ВКО.Basic approaches to define the concept of "cluster" are considered along with the methods to identify clusters. The model of clusters formation is proposed. The model bases on national "Input-Output" tables at regional level. In case of the East Kazakhstan region the most perspective for regional economys development mining and smelting cluster is revealed. The estimation of structural influence of the basic segments of mining and smelting cluster on the economy of the East-Kazakhstan region is performed.
