Abstract

В условиях роста продолжительности жизни и, как следствие, усиления нагрузки нагосударственный бюджет и увеличения финансовых рисков долголетия особую роль приобретают частные пенсионные системы, которые позволяют формировать пенсионные накопления за счет отчислений в негосударственные пенсионные фонды. В соответствиис выводами Организации экономического сотрудничества и развития (ОЭСР), наибольший охват участия населения в частных пенсионных системах удается обеспечить в странах, в которых такая система носит обязательный или «квази»-добровольный характер,например, в Новой Зеландии, где разработана и реализуется программа с «самозаписью» KiwiSaver, передовой опыт которой может быть внедрен в российскую систему пенсионного обеспечения с целью снижения бюджетной нагрузки и увеличения благосостояния населения.
