Abstract

В статье раскрывается сущность таможенного менеджмента, дается авторское определение этого сложного и многогранного явления, а также приводятся базовые модели системы управления таможенными органами и таможенного администрирования внешнеэкономической деятельности. Авторы раскрывают основные положения нормативных документов по таможенному оформлению внешнеторговых сделок. Большое внимание уделяется анализу положений Таможенного кодекса Таможенного союза. В частности рассмотрены принципы деятельности таможенных органов, их задачи и функции, определена система таможенных органов, обязанности, права и ответственность должностных лиц, критерии оценки их работы, правила взаимодействия таможенных органов с другими государственными органами, положения о ведомственном контроле.
