Модели Участия Стран В Региональных Торговых Соглашениях В Области Услуг

Abstract

Успехи деятельности ВТО с момента её создания относительно расширения охвата и углубления обязательств по либерализации торговли услугами весьма скромны. Отсутствие прогресса в рамках Дохийского раунда побудило страны искать пути решения во-проса о либерализации торговли услугами на региональном уровне. Между тем участие России в проектах регионального сотрудничества традиционно рассматривается исключительно как механизм развития постсоветских связей, а не инструмент гибкой торговой политики в отношении стран дальнего зарубежья. В статье приводится анализ стратегий ЕС, США и АСЕАН в отношении региональных торговых соглашений, направленный на либерализацию торговли услугами. В статье рассматриваются общие и частные мотивы стран и регионов мира в отношении региональных торговых соглашений, формулируются предложения по использованию зарубежного опыта для совершенствования национальной внешнеэкономической политики.
