Abstract

Автор рассматривает в статье основные причины возникновения трудностей в переговорном процессе в рамках ВТО, подчеркивает значении Девятой конференции министров стран членов ВТО. Он уделяет внимание смене руководства ВТО. Оценивает позиции сторон, анализирует основные положения документов, а также излагает главные статьи Соглашения. Один из важных документов, принятых конференцией своеобразный мини-пакет решений по наименее развитым странам. Кроме того, заключительная часть Декларации Бали содержит отдельные элементы программы работы ВТО на ближайшие годы. Она состоит из правил контроля за исполнением решений и соглашений и программы по оставшимся вопросам Программы переговоров Доха-раунд.
