Тарифная Защита И Связанные С Ней Потери: Эмпирический Анализ Для России

Abstract

В данной статье проведена оценка потерь экономических агентов вследствие применения импортного таможенного тарифа в Российской Федерации. Авторами проведен анализ основных подходов к оценке потерь и представлены количественные результаты для отдельных стран. Согласно полученным результатам для России суммарные прямые потери благосостояния по всем товарным категориям в 2011 году составили около 15 млрд долларов, что примерно эквивалентно 0.8% ВВП России. В результате завершения переходного периода в присоединении России к ВТО данные потери сократятся на 60%-70%. Полное сокращение указанных потерь, как правило, не возможно по экономико-политическим соображениям.
