Государственные Закупки Как Инструмент Торговой Политики В Развивающихся Странах

Abstract

В связи с интенсификацией процессов внешнеторговой либерализации в последниедесятилетия, выраженной, главным образом, в снижении уровня тарифов и расширениидоступа в сферу услуг, на первый план среди мер защиты и поддержки национальных производителей выходят такие инструменты торговой политики, как ограничение доступаиностранных поставщиков в сферу госзаказа. Это становится особенно актуальным послеприсоединения развивающихся стран к ВТО. В статье рассмотрены возможные способыподдержки отечественных поставщиков товаров и услуг через механизм государственныхзакупок в теории и на практике, на примере Китая, ЮАР, Бразилии и Мексики.
