Стратегическое Планирование Развития Высшего Образования В России На Основе Метода Анализа Иерархий

Abstract

В статье рассматривается один из способов планирования на долгосрочный период времени применительно к системе высшего образования в России. В качестве метода планирования был применен метод анализа иерархий Томаса Саати. Использование данного метода позволило не только выделить, но и оценить значимость вклада различных акторов (субъектов действия системы высшего образования) и их целей на развитие системы образования в долгосрочном периоде времени. В статье также приведена оценка желательности сценариев для развития системы образования, проблем, мешающих их реализации, акторов, способствующих их решению, а также целей, которыми акторы руководствуются в своей деятельности.
