Abstract

Основные направления реформы определяются переходным процессом в виде замены административно-командного контроля рыночными механизмами, радикальных изменений в структуре собственности и распределения доходов, соответственно, преобразования унитарного государства в федеративное, развития местного самоуправления и расширения экономических возможностей регионов. Это обстоятельство требует переосмысления традиционных подходов, теорий и методов для решения проблем в регионе
