Abstract

В Соединенных Штатах идея развития человеческого капитала в целях процветания экономики и общества стара, как сама нация, и лежит в основе создания первой в мире системы массового высшего образования. Сегодня большинство государств соревнуются в расширении доступа в университеты и колледжи и увеличении их роли в обществе. Высшее образование приобретает все большее значение в деле формирования культуры честолюбия и последовательно в наращивании человеческого капитала, стимулировании социально-экономической мобильности и повышении национальной экономической конкурентоспособности. В настоящей работе показано, как все подходы в том числе всевозможные поставщики образовательных услуг, увеличение числа учащихся и объема программ работают на формирование того, что я назвал структурированными рынками возможностей (СРВ) в высшем образовании
