Интеллектуальная Собственность Как Фактор Инновационного Развития (На Примере Италии)

Abstract

В статье на примере Италии рассмотрено состояние института интеллектуальной собственности на современном этапе и его взаимосвязь с другими элементами национальной инновационной системы. Анализ показывает недостаточность таких важных составляющих инновационного процесса, как финансирование НИОКР (как со стороны бизнеса, так и со стороны государства), уровень образования участников инновационного процесса, степень защиты прав на объекты ИС. Это приводит к отставанию Италии по уровню инновационного развития, что отражается в низких позициях международных рейтингов. Выполняемая на протяжении ряда лет программа инновационного развития Италии имеет ряд положительных результатов, в частности, увеличение количества заявок на регистрацию прав ИС, однако принимаемых мер недостаточно для укрепления позиций Италии как инновационно развитой страны на международном уровне.
