Количественная Оценка Последствий Вступления Кыргызской Республики В Таможенный Союз (На Примере Текстильной Отрасли)

Abstract

В статье проводится оценка потерь Кыргызстана и его основного торгового партнера Китая от повышения ввозных таможенных пошлин на текстиль и одежду в результате присоединения Кыргызстана к Таможенному союзу ЕАЭС, а также расчет и обоснование сумм возможных компенсаций Кыргызстану и Китаю со стороны Российской Федерации. Методологией служит Гармонизированная система кодирования и описания товаров (HS6) 2007 г. и метод наименьших квадратов. Авторская модель объединяет параметры собственного производства, внутреннего потребления, импорта и экспорта текстильного сырья, полуфабрикатов и готовой продукции Кыргызстана, а также предполагает расчет средневзвешенного таможенного тарифа и соответствующего изменения ввозных таможенных платежей. В результате исследования максимально возможные убытки Кыргызстана и Китая оценены в 560 млн долл. в год, предложена аргументация в пользу снижения компенсаций со стороны РФ.
