Разработка Методических Подходов К Оценке Институтов Инновационной Системы Региона

Abstract

В статье отражены основные теоретические концепции развития понятия «институт». Выделены основные этапы изучения категориального аппарата исследования. Изучены основные классификации институтов. Предложено авторское определение. Выделены принципы оценивания институтов инновационной системы. Рассмотрены ключевые факторы, влияющие на уровень развития институтов в регионе. В качестве результата исследования предложен набор институтов, отражающих уровень развития инновационной системы: институт частной собственности и личной безопасности; институт доверия; институт общественного контроля; институт коррупции; институт демократии; институт бюджетного федерализма; институт местного самоуправления; институт кредитования и налогообложения. Разработаны индикаторы оценивания по каждой группе институтов, позволяющих сделать вывод об уровне развития инновационной среды территории.
