Abstract

Реформа бюджетного процесса в широком понимании является одним из направлений формирования новых подходов в системе государственного управления государства. В центре бюджетной реформы — ведомства и их учреждения как распорядители бюджетных средств, к которым предъявляется новая система требований по организации бюджетного процесса. Для Российской Федерации проблема координации и взаимодействия всех ветвей власти является крайне актуальной и до сих пор не решенной. В статье рассматриваются основные концептуальные подходы и модели разграничения функций государственного управления и факторы, влияющие на выбор конкретной модели для РФ.
