Либерализация Электроэнергетической Отрасли России И Германии: Сравнительный Анализ

Abstract

Бесперебойное снабжение дешевой электроэнергией жизненно важно для экономики. Сетевая монополия в электроэнергетике Германии привела к разделению страны между компаниями на зоны снабжения и завышенным ценам на электроэнергию. Либерализация предусматривала доступ третьих лиц к частным линиям электропередачи. Энергосистема СССР создавалась централизованно. Приватизация была проведена в 1990-е гг. Либерализация рассматривается как дробление РАО ЕЭС России. Ни в Германии, ни в России либерализация привела не к усилению конкуренции и снижению цен на электроэнергию, а к перераспределению капиталов в пользу вертикально интегрированных компаний.
