Abstract

В статье рассматривается проблема миграции высококвалифицированных кадров в Россию и из России. Текущее состояние российской экономики и ее ярко выраженная сырьевая ориентация свидетельствует о необходимости скорейшего возрождения отечественной науки, перехода к новым наукоемким технологиям, к «экономике знаний». В этой связи проблема «утечки умов» и привлечения высококвалифицированных специалистов обретает особую актуальность для будущего нашей страны. На основе данных официальной статистики и результатов экспертных оценок даются масштабы «утечки умов» из России, отражены основные особенности данного феномена в России, разработаны рекомендации по оптимизации современной миграционной политики России в контексте международной миграции высококвалифицированных специалистов.
