Abstract

В современных условиях, когда рыночные отношения становятся нормой экономического бытия всех слоев общества и элементов социума, высшая школа практически оказалась даже в худшем положении, чем в условиях советской плановой экономики, когда она также финансировалась по остаточному принципу.
