Abstract

Реформы в области связи были начаты с процесса либерализации рынка телекоммуникаций, основные принципы которого зафиксированы в Постановлении Правительства РФ от 22 декабря 1992 г. № 1003 «О приватизации предприятий связи» и концепции программы Российской Федерации в области связи. В результате комплекса мероприятий были приватизированы принадлежавшие государству предприятия связи, министерство перестало быть собственником, функции регулирования деятельности операторов связи были переданы в ведение вначале Государственной инспекции электросвязи, а затем Службе государственного надзора за связью в Российской Федерации.
