Abstract

В течение последнего десятилетия на всех официальных мероприятиях в органах государственного управления почти на каждом форуме научной общественности говорится и пишется о необходимости перехода на инновационный путь развития страны. Интуитивно ясно, о чем идет речь, а то, что это необходимо является аксиомой. Возникает, однако, вопрос: «Что же такое инновационный режим развития в строгом смысле, подтвержденный измерениями наличия инновационности вообще и степени инновационности?». И вот здесь уже нет ни ясности, ни четкости в критериальных оценках.
