Abstract

В статье рассматривается сущность и система распределения компетенций муниципального образования. Анализируются результаты административной реформы и реформы местного самоуправления в области разграничения полномочий между федеральными органами, органами государственной власти субъектов Российской Федерации и органов местного самоуправления. Выявлены основные тенденции в развитии системы распределения компетенций. Предложены рекомендации по повышению эффективности распределения компетенций муниципального образования.
