Современное Финансовое Состояние Муниципальных Образований

Abstract

В данной статье отражаются основные проблемы финансового обеспечения местного самоуправления, в частности г. Элисты. Отмечается, что основная часть местных бюджетов дотационная. Так, удельный вес финансовой помощи в структуре доходов бюджета г. Элисты составляет 45-60%. Подчеркивается социальная значимость местных бюджетов, что подтверждается структурой расходов. Совокупность расходов на образование, здравоохранение, социальную политику и жилищно-коммунальное хозяйство составляет 90% общей суммы расходов. В целом неудовлетворительное финансовое состояние местных финансов доказывает необходимость совершенствования системы межбюджетных отношений и укрепления финансовой базы муниципалитетов.
