Инновации Теории Муниципального Финансового Менеджмента При Трансформации Местного Самоуправления В Рф

Abstract

Цель данной публикации обобщение ряда положений муниципального финансового менеджмента, вытекающих из практики реализации реформы местного самоуправления в РФ в части ее финансово-экономических основ. Автор, основываясь на анализе бюджетов муниципальных образований городских округов и муниципальных районов в дореформенный и переходный периоды, указывает на существенные преобразования инновации в теории управления муниципальными финансами. Структурированные по пунктам положения теоретических и методологических основ муниципального финансового менеджмента призваны на этапе завершения переходного периода реформы ликвидировать негативные последствия ее реализации, несоответствия желаемых целей и полученных результатов. Предлагаемые инновации теории позволят внести коррективы в нормативно-правовую базу РФ, регионов и муниципалитетов, практику деятельности органов местного самоуправления для оптимизации бюджетного процесса на локальной территории в интересах большинства населения.
