Оценка Результативности Природоохранной Деятельности В Регионах России

Abstract

В статье развиваются представления об оценке результативности природоохранной деятельности в федеральных округах и субъектах Российской Федерации. Актуальность темы определяется необходимостью построения системы новых экологических отношений в условиях модернизации общества, перехода экономики на инновационный тип развития. Методология исследования опирается на положения проводимой в России административной реформы, предполагающей обязательную институционализацию оценивания социально-экономической результативности работы государственных органов. Проанализирована зарубежная практика оценивания государственного экологического контроля и инспекционной деятельности. Дана характеристика действующей отечественной системы оценки и направлений ее развития. Предложены дополнения в существующую систему показателей оценки контрольно-надзорной деятельности территориальных органов Федеральной службы по надзору в сфере природопользования. Представлены результаты апробации предлагаемой системы показателей по департаментам федеральных округов Росприроднадзора.
