Развитие Внутрирегиональных Межбюджетных Отношений: Проблемы Теории И Практики

Abstract

В статье исследованы проблемы становления межбюджетных отношений в субъектах Российской Федерации. Особое внимание уделено проблемам теоретического характера, касающимся критериев централизации финансовых ресурсов; принципов распределения полномочий и ресурсов по территориальным уровням; эффективности политики бюджетного выравнивания и индивидуального подхода к территориям. Автором выполнен подробный анализ межбюджетных отношений в муниципальных образованиях Пермского края, в результате которого выявлены основные проблемы их развития. Предложены меры по совершенствованию внутрирегиональных межбюджетных отношений в Российской Федерации.
