Диагностика Природно-Ресурсного Капитала Территории

Abstract

Целью статьи является разработка методического аппарата оценки национального богатства в части природных ресурсов. Из национального богатства выделена часть, определяемая как природно-ресурсный капитал, предложен методический подход к ее оценке для территории регионального уровня. Приведена общая схема методики, даны примеры индикативных показателей. В основу предложенной методики заложен принцип индикативного анализа, для более точной классификации состояния выделено семь степеней обеспеченности природно-ресурсным капиталом.В статье выделены основные элементы природно-ресурсного капитала, формирующие состояние территорий, приведена динамика их изменения в период 2000-2012 гг. Аналитическая часть статьи базируется на авторских расчетных данных. В ней приведено описание ситуации по федеральным округам и некоторым субъектам РФ в рамках обеспеченности природно-ресурсным капиталом, даны численные значения основных индикативных показателей.
