Abstract

В статье предложен новый теоретико-методологический подход к измерению состояния и уровня развития человеческого капитала в регионах Российской Федерации, основанный на квалиметрическом индикативном анализе. Выделены составляющие человеческого капитала, характеризующие области его формирования: демографический, образовательный, трудовой, научно-исследовательский и социокультурный капиталы. Предложенный методический аппарат, основанный на натуральных оценках человеческого капитала, позволяет совместить в единой диагностической системе как параметры, напрямую относимые к человеческому капиталу, так и факторы среды, в которой происходит его формирование.
