Abstract

В настоящее время в России происходит активное формирование новых институтов. При этом серьезной исследовательской проблемой является объяснение отклонений, возникающих от ожидаемых результатов институционального проектирования, которые проявляются в формировании промежуточных институтов, приспособленных для решения текущих проблем выживания экономических субъектов. Особенно явно это заметно на муниципальном уровне, где наблюдается тесное переплетение противоречивых тенденций институциональных изменений. В статье на примере Кемеровской области рассматриваются практики формирования институтов взаимодействия органов местного самоуправления и малого бизнеса. Для их анализа используется концепция формализации и деформализации правил. Внимание акцентируется на особенностях становления рыночных институтов на уровне региона, а также анализируется специфика формирования институтов в малых монопрофильных городах.
