Abstract

В рамках проведения муниципальной реформы 2006 г. и вступления в силу Федерального закона № 131-ФЗ «Об общих принципах организации местного самоуправления в РФ» от 06.10.2003 г. для органов местной власти существенно расширился перечень местных задач и обязанностей. В связи с этим возник гибкий механизм местной власти в виде межмуниципального сотрудничества, базовыми формами которого являются ассоциативная, хозяйственная и договорная. Представленная в работе концептуальная модель системы межмуниципального сотрудничества раскрывает сущность исследуемого понятия, наглядно отображая совокупность взаимосвязанных групп-элементов в виде институтов, целей, ресурсов и результатов.
