Abstract

В условиях развития электронно-бумажного денежного стандарта сохраняется актуальность эффективного управления наличным денежным оборотом, но все большую значимость приобретают вопросы развития безналичного оборота. Существенными направлениями развития наличного денежного обращения выступают совершенствование его методологической базы централизация обработки денежной наличности развитие механизмов аутсорсинга и ряд других. Расширяющийся переход от использования наличных денег для потребительских платежей к применению платежных методов, основанных на информационных технологиях, обусловил введение в законодательство ряда основополагающих норм, регулирующих порядок перевода денежных средств, использования электронных средств платежа, организации и функционирования платежных систем. Важнейшим требованием к платежным системам является наличие постоянно поддерживаемой системы управления рисками.
