Государственная Монополия В Системе Высшего Образования И Ее Влияние На Благосостояние

Abstract

Рассматривается роль государственной монополии как источника рентоориентированного поведения вузов и ее влияние на качество высшего образования, благосостояние производителей и потребителей образовательных услуг. Анализируется роль института лицензирования в повышении степени монополизации рынка образовательных услуг. Определяется влияние процедуры лицензирования на благосостояние потребителей, потенциальных производителей образовательных услуг. Выявляются условия положительного воздействия лицензирования на благосостояние. Определяются условия и этапы реформирования системы высшего образования, направленного на снижение степени монополизации рынка, и факторы, сдерживающие развитие данного процесса.
