Оценка Полноты Поступления Налога На Доходы Физических Лиц В Бюджетную Систему Как Элемент Расчета Уровня Несбалансированности Бюджета

Abstract

Представлен интересный подход к оценке уровня мобилизации доходной базы налога на доходы физических лиц на примере Астраханской области и других субъектов РФ. В предложенной методике определены критерии для отбора субъектов РФ, которые с точки зрения суммы налога на доходы физических лиц являются идентичными. По каждому из анализируемых регионов рассчитана потенциальная сумма доходов исходя из предложенных стандартов, определена возможная экономия бюджетных средств. Данный алгоритм может быть использован на региональном уровне и может служить элементом для корректировки региональных законов о межбюджетных отношениях.
