Моделирование Взаимодействия Таможенных Органов И Участников Внешнеэкономической Деятельности, Уклоняющихся От Уплаты Таможенных Платежей

Abstract

Применение принципа выборочности в таможенном контроле на практике обосновано невозможностью осуществлять тотальный контроль всех партий товара в силу несоответствия ресурсов, выделяемых на его проведение, темпам роста торговли. Однако практика таможенного дела требует теоретического обоснования преимуществ выборочного контроля. Взаимодействие таможенных органов и участников внешнеэкономической деятельности при проведении таможенного контроля моделируется в виде «игры». Цель определить оптимальное поведение сторон. В результате поиска максиминной стратегии установлено, что равновесие в «чистых» стратегиях в исследуемой игре отсутствует. Дальнейший поиск осуществлялся среди смешанных стратегий. Решение игры, отождествляемое с нахождением оптимальных стратегий, было найдено в равновесиях Нэша. Определены выигрыши игроков при оптимальных стратегиях и математически обоснованы преимущества выборочного таможенного контроля. Библиогр. 4. Ил. 3.
