Abstract

Одним из основных направлений инновационного развития российской экономики должно стать стимулирование университетской науки. Поскольку госбюджет не в состоянии финансировать большинство потребностей вузов, Россия обращается к опыту функционирования американских эндаумент-фондов, признанному наиболее успешным. На основании американской практики российские эндаументы уже разработали подходы и процедуры формирования капитала, инвестиционные стратегии, политику распределения доходов. Однако адаптацию зарубежного опыта к отечественным реалиям затрудняют фундаментальные и технические проблемы функционирования фондов. Их решение требует прежде всего корректировки законодательства.
