Специальные Инвестиционные Контракты Как Форма Государственно-Частного Партнерства

Abstract

Принятие федеральных законов о промышленной политике и государственно-частном партнерстве (ГЧП) в Российской Федерации дало заметный толчок не только к расширению «поля» практического применения ГЧП как прогрессивной формы экономических отношений, но к разработке и внедрению новых видов (институтов) партнерских отношений. Одним из таких видов выступает система специальных инвестиционных контрактов (СПИК). В статье показано, что все более широкое распространение инвестиционных проектов на принципах СПИК это не просто дополнение к целому ряду уже апробированных форм партнерских отношений, а качественно новый институт, имеющий определенные преимущества и компенсирующий недостатки, присущие сложившимся формам ГЧП. Наряду с этим статья содержит ряд предложений, позволяющих повысить результативность этой формы партнерства и усилить ее вклад в решение задач инновационной модернизации российской экономики.
