Abstract

Статья посвящена экономическому анализу юридического определения собственности на средства социальных внебюджетных фондов как федеральной и государственной. Автор утверждает, что такая формулировка правового понятия не способствует демократическому развитию обязательного социального страхования как целостной системы. Даны актуальные примеры изъятий из бюджета социального страхования в пользу федерального бюджета. Это показывает формальность автономного статуса всех российских социальных страховых фондов и недостаточную эффективность социальной защиты населения.
