Регионы И Политика Реиндустриализации Российской Экономики

Abstract

В статье обосновывается тезис о том, что осуществление курса на реиндустриализацию является ключевым звеном выхода российской экономики на качественно новый тренд развития. Это осуществление инновационной модернизации; повышение конкурентоспособности национальной продукции на внутренних и внешних рынках; импортозамещение и освобождение от «сырьевого проклятия»; создание высококвалифицированных рабочих мест с достойной оплатой труда; подъем экономически менее развитых регионов России. Немаловажную роль в реализации приоритетов реиндустриализации на основе положений нового федерального закона о промышленной политике должны сыграть субъекты Российской Федерации. Автором, в частности, на примере Алтайского края, исследуются экономические, правовые институциональные и иные предпосылки усиления роли регионов как «акторов» политики реиндустриализации. Особое место уделено взаимодействию федеральных и региональных программ, а также иных институтов промышленно-инновационного развития.
