Интеграции В Международную Транспортную Систему (Структурно-Управленческий Аспект)

Abstract

В статье продолжено обсуждение проблемы интеграции российских транспортных компаний в международное разделение труда, начатое в статье «Интеграция в международную транспортную систему (функциональный аспект). Указывается, что возникающие трудности интеграции связаны с отсутствием таких компаний в силу доминирования в прошлых периодах в стране экономики другого типа. Появление таких предприятий в транспортной сфере потребовало коренного преобразования существующих монополий, в частности в сфере железнодорожного транспорта, на основе реинжиниринга путем разделения монопольной и конкурентной сфер деятельности. Показано, что типовые методики на этот счет отсутствуют не только в нашей стране, но и за рубежом. Все определяется исходным состоянием объекта, целевой функцией, а также существующей в стране правовой системой и принятыми технологиями. Отмечено, что важным моментом, наряду с консолидацией основных функций, является выбор структурного устройства предприятия, отвечающего целям интеграции.
