Экологические Платежи: Возможен Ли Их Целевой И Налоговый Статус?

Abstract

Экологические платежи являются обязательным элементом федерального и территориальных бюджетов Российской Федерации. В связи с этим автор дает качественную и количественную оценку их места в доходах бюджета. Многолетняя практика показывает, что эти платежи не только играют необходимую фискальную роль, но и служат экономическим инструментом охраны окружающей среды. В течение ряда лет они имели различный статус с точки зрения их целевого использования и значения при формировании доходной части бюджетной системы и экологических фондов. Автор анализирует предшествующее и современное состояние экологических платежей и приводит аргументы, которые свидетельствуют о нецелесообразности их включения в систему налоговых отношений.
