Модернизация Действующих Стратегий Предупреждения Коррупции В Сфере Публичных Закупок На Основе Применения Экономических Инструментов Повышения Эффективности Контрактации

Abstract

На основе данных международных и российских статистических наблюдений, а также результатов исследований контрактных отношений в статье устанавливается масштаб коррупционных рисков в сфере публичных закупок и даются оценки их негативных последствий. Систематизируются и структурируются факторы и условия, способные порождать коррупцию при обеспечении публичных нужд. По итогам проведенных автором натурных обследований и экономического анализа практики контрактации обосновывается недостаточность использования в борьбе с коррупцией исключительно административно-контрольных методов и мер административной и уголовной ответственности. Автором предложены подходы к модернизации современных антикоррупционных стратегий за счет применения экономических инструментов повышения эффективности контрактации.
